FBI shows up over banks because the are federally insured (FDIC). Crimes that cross state lines (Federal Jurisdiction) and any serious federal/local crimes that smaller agencies want taken over by a more capable agency.
The federal govt has a bigger budget than cities/towns so a better funded and almost always better funded agency
