They were specifically told to not walk further than the width of the camp. That it would be work to pick up the manna on the Sabbath so none would come. Far less work than harvesting grain.

He more or less admitted he broke the law. Else why say I am the Lord of the Sabbath. From what we do know it was about a half a mile. I have harvested grain ripe. It is a lot of work. That is why they thrash it which is spoken of in the New Testament.
