How can you fly in space if rockets produce negligible thrust in a vacuum chamber?

take a look at the parachute, then the balloons
the parachute is thin, allowing for angular momentum through the air
the balloons are filled with helium, helium is lighter than air, therefore the air pushes the helium upward
