I think what he is trying to say is that the mist is already coming of the dome so that creates a rainbow, if we did an artificial one in the garage we would a need a prism , a water source and light.

the droplets are the prisms here much less so then the molecules of air

the refractory properties of our atmosphere is what we see in the sky, ie: blue skies

Usually rainbows form in the presence of water droplets or ice crystals

And the atmosphere is partly water vapor anyway
