PORTLAND (WGME) – As the battle over expanding Medicaid continues, Governor Paul LePage declared he'd rather go to jail than put the state in the red.
The Democratic Party chairman says Governor LePage is refusing to honor the will of Maine voters, but the governor is standing by his comment.
He claims he's all for expanding Medicaid, just not doing so without a long-term plan to fund it.
The governor was asked about Medicaid expansion on WVOM Tuesday morning, and his statement made headlines.
“I’d go to jail before I’d put the state in red ink.”
That statement ignited a flurry of criticism from democrats.
“I didn’t hear it myself, but it sounds like it was a very flip answer to a very, very serious problem,” Democratic gubernatorial candidate Janet Mills said.
Thursday, LePage says the now-controversial comment had nothing to do with Medicaid expansion, instead the court battle over how to fund it.
He's fighting an order requiring his administration to submit a plan to the federal government, arguing it needs to be fully funded. LePage says it could cost the state tens of millions of dollars for years to come.
He vetoed a bill that would have funded just the first year.
“As your governor I will not do that,” LePage said.
Attorney General Janet Mills, who's running to replace LePage, says she'll implement expansion on day one if elected.
PORTLAND (AP) -- Portland’s mayor and a city councilor are renewing a push to allow some noncitizens to vote in local elections.
The proposal would allow adult noncitizens who are legally present in the U.S., including asylum seekers and refugees, to vote in municipal elections such as local referendums.
Democratic Mayor Ethan Strimling says the timing is right to place the initiative on the ballot this November, adding that City Councilor Pious Ali is leading the effort.

WASHINGTON (ABC7) — Barack Obama was voted as the best president of a lifetime in a recent study by the Pew Research Center.
The organization asked people to choose the best and second best presidents of their lifetime. Obama led the way with 44 percent, Bill Clinton was next at 33 percent, followed by Ronald Reagan's 32 percent and Donald Trump at 19 percent. Broken down by generation, the survey showed millennials largely favored Obama while Gen Xers and Baby Boomers have Reagan rated just ahead of Obama.
Most of the Democrats also rated Obama as their best president, while the majority of Republicans preferred Reagan.

A convicted child molester was beaten to death by another inmate the same week he was booked at a California prison, officials say.
Wasco State Prison officials are investigating the death of Agustin Duran, 66, as a homicide, according to a Wednesday news release. Inmate Andres Ayon, 19, attacked Duran on Saturday night, punching him in the face and chest.

When Ayon refused to stop striking Duran, prison staff released a pepper spray grenade. Ayon then fell to the ground and cooperated. Staff handcuffed him and placed him in a temporary holding cell, according to the California Department of Corrections and Rehabilitation.
An hour after the attack began, Duran was airlifted to a hospital. He died the next day. Ayon was treated for minor injuries and has been placed in a segregation unit while officials investigate the incident.

Duran arrived at the prison on July 2 to serve 55 years to life with the possibility of parole for lewd and lascivious acts with a child under 14 years old. Ayon had been in custody since June 22 and was serving six years for robbery and use of a deadly weapon.

UNITED NATIONS - The United Nations is establishing a high-level panel co-chaired by Chinese e-commerce billionaire Jack Ma and the wife of Microsoft founder Bill Gates to make recommendations on ensuring "a safe and inclusive digital future."
Secretary-General Antonio Guterres said at a news conference Thursday that he sees the United Nations "as a unique platform for dialogue in our digital age" and the panel as an expert group to make proposals to strengthen international cooperation.
In Guterres' words: "As a global community, we face questions about security, equity, ethics, and human rights in a digital age. We need to seize the potential of technology while safeguarding against risks and unintended consequences."

NEW YORK (CNNMoney) - Northrop Grumman's CEO is stepping down.
Wes Bush, who has held the job since 2010, will leave the chief executive role on January 1. He will remain as chairman through July 2019.
Taking his place as CEO will be Kathy Warden, Northrop's president and chief operating officer. Her ascent to Northrop's top job brings the number of women serving as Fortune 500 CEOs to 24.
The leadership change at Northrop, a major national security contractor in the United States, comes just over a month after the company completed its takeover of aerospace giant Orbital ATK, which was renamed Northrop Grumman Innovation Systems.
Bush said in a statement he is "delighted" that Warden, who has been with the company for about a decade, will take over his role.
"She brings the vision and values to lead Northrop Grumman into the future," he said in a statement.
When asked about the timing of the leadership transition, a spokesperson said in an email that Bush has "long been clear that change is an important dynamic in our company."
"This is the right time to make this change, as Kathy is well prepared to become CEO," the spokesperson said. "The board of directors has a strong focus on succession planning, and Kathy's election as incoming CEO and president enables us to ensure a seamless transition in this important leadership position for our company."

SPOKANE, Wash. - Concern is building among the Spokane Interfaith Council after a Spokane County Sheriff candidate promised to monitor all Muslims at a local mosque, all the time, saying online that the Spokane area has a "growing Muslim problem."
DumpOzzie Dot Com, formerly known as Michael "Scott" Maclay, posted his about his plans on his campaign Facebook page as his promise to deal with the "unrestrained Muslim numbers in our Community." He's challenging incumbent Sheriff Ozzie Knezovich in this year's election.

His plans call for using volunteers from Spokane's Sheriff Community Oriented Policing Efforts (S.C.O.P.E) to "monitor the comings and goings of all suspicious activities" at the Spokane Islamic Center. His post went on to say he would institute constant surveillance, that includes patrolling the area with golf carts and radios.
Spokane Interfaith Council Director Skyler Oberst said Dot Com's comments are regrettable.
"I think that is beneath the standards of our country. It eats away at everyone's rights, whether you are a Muslim or not, and it's not who we are as Americans," Oberst said.
Sheriff Knezovich said his opponents' plan is unconstitutional and dangerous.
"If we alienate them and we do have threats that come into the area, who are we supposed to be talking to? And that's one of the things my opponent just doesn't seem to get," Knezovich said.
Dot Com was unavailable for an on-camera interview but did say in his post on Facebook that he plans to visit the mosque. That's something Oberst said he'd like to help arrange through the Spokane Interfaith Council.
"I'd love to introduce him to some of these amazing people," Oberst said.
