People talk about the Southern Strategy as if the Republicans decided to shift to winning Southern whites. But, really, if you look at the dates of the VRA passage in 1965 to the next Census (1970) and the redrawing of districts to have black-based districts in the South to avoid violating VRA - you instantly see Dems switch from segregationists and labor to pandering to minorities. Those districts would soon become 100% Democrat-safe guaranteed House seats.
