WEST PALM BEACH, Fla. (CBS12) — The man suspected of being behind the slew of suspicious packages sent to high level officials was once cited for retail theft from a local Walmart.

Documents show 56-year-old Cesar Altieri Sayoc was questioned in 2015 for trying to steal luggage from the Walmart on 45th Street in West Palm Beach.

According to the police report, Sayoc was shopping in the Walmart when he placed a rolling briefcase and a garment bag into his car with other items. When he went up to the cash register, he paid for the other items, expect for the briefcase and garment bag, the report said.
A Walmart Loss Prevention associate caught him as he was trying to leave the store. He was issued a notice to appear before court and was found guilty, court records showed. Sayoc, according to the report, lived in Aventura at the time.
Federal authorities arrested Sayoc Friday morning in connection to the mailing of 13 IEDs to government officials like former Presidents Barack Obama and Bill Clinton and to former CIA Director John Brennan.
