She needs to be on oxygen at night, it's such a simple solution. A few hours of oxygen a day would fix everything. Her only problem is her blood stream isn't getting enough oxygen to carry it around her body. So everything is exhausting her. I don't know why they haven't done this for her.

same reason, cant make a law that requires someone to purchase something.
Unless it's like the system we have... the requirement of being in ownership of a vehicle is registration and insurance (under traffic and road authority laws) which then is more to do with safety etc. Well... if you want to use the vehicle on the roads. Lol
its a hotly debated subject to be sure
However if you don't have insurance it isn't a fine here... it just means a hell of a problem for self defence in car accidents.
