Government employees acan be fired. although there is a process. See the 1978 Civil Service Reform Act. Although they may not get easily fired, because of steps such as besides counselings, warnings, and re-training, or transferred to another location or demotion, they can still get fired for incompetency to the point of just refusing to do what they're supposed to in their job's scope of practice.
