The US has worked to stabilise the Iraqi scientific
community through several different programmes.
The CPA and the US Departments of State and
Energy have initiated various projects aimed at
keeping Iraqi scientists in the country and enabling
them to perform civilian research. In 2003, the
CPA allocated some $13m to the Iraqi Ministry of
Science and Technology for the purpose of hiring
defence-industry engineers and scientists and to
re-establish control over nuclear sources,60 and allo-
cated another $20m per year for 2005 and 2006 to
continue hiring and retention programmes. The
State Department has set up the Iraqi International
Center for Science and Industry, which is comple-
mented by the Department of Energy’s ‘Engaging
Iraqi Scientists’ programme. Both these programmes
have committed funds for providing Iraqi weapons
scientists with the means to do civilian scientific
work.

I am responding to your December 21, 2010, letter to President Barack Obama
regarding the uranium recovery licenses in Wyoming now controlled by JSC Atomredmetzoloto
(ARMZ), a Russian corporation.
Last November, the U.S. Nuclear Regulatory Commission (NRC) approved the transfer
of control of the licenses from Uranium One USA, Inc. and Uranium One Americas, Inc. to
ARMZ. At that time, we determined that the U.S. subsidiaries of Uranium One Inc. (the formerly
Canadian, now Russian-owned firm that is the parent of the two U.S. subsidiaries) would remain
the licensees and continue to be qualified to conduct the uranium recovery operations. As a
condition of our approval, we required the licensees to notify the NRC before ARMZ appoints,
hires, or designates personnel to perform NRC-licensed activities.
I have since moved into the Houston. area. During the flood I lived on Galveston Island. My house flooded, Genie West. It was bad, but we fixed it up and sold it.
