FACT: A 1997 law passed by President Clinton required that once children spent 15 months in foster care, their parents’ rights would be irreversibly terminated. Since most prison sentences are longer than 15 months, thousands of people began losing their children forever. At least 32,000 parents lost their kids between 2006 and 2016.
