How do we add a state in the state by state section?

we add state channels after more then 2 people have requested that sstate.
to ensure the channels are going to be used and not left empty.

@RickBulow74 ranks increase as active you are in our server. Texting in chat, dropping relevant links to articles, memes,, etc.
