It then speculates that it could could be due to his recent associations with Manafort and Page. That’s all it offers though. Speculation.

He hasn't managed to cut enough government services to actually balance anything

he's doing the Raegan/Bush strategy of lowering taxes with no fucking plan and never balancing anything
