Are citizens that leak government secrets heroic whistle blowers, or traitors to their countries? If it’s situational, how do we tell the difference?

If its in the peoples long term interests sure why not

Heroic, because they care about truth (maybe also traitors depends on who they are and what connections they have)

Leaking is traitorous, there are many legitimate ways for whistle blowers to bring up issues however leaking it is illegitimate and usually leads to harm done
