there are several legitimate ways to be a whistle blower but many times those aren't followed and instead you get a data dump and the leaker becomes famous

Are you referring to leaks about financial ties of the USA to Al Qaida?

In regards to Manning, he leaked thousands of battlefield reports that reveal tactics, operations, doctrine, etc
I know its not sexy or important to normal citizens but it matters that every country and non-state actor knows how our military operates in a battlespace

With Snowden he leaked actual methods and sources on how intelligence is/was collected

Snowden also straight up defected to Russia
