they were called the old prussians, the name of prussia as far as I know comes from them. They were de facto the actual prussians. I do think they had some coherence but werent a formal monarchy. Tribal and all that. However still prussia wasnt a germanic land rather well, baltic. the state then yes, but those would be the "new" prussians. but they have long vanished as well back into germanic lands, so germany or scandinavian coutnries post WWII

Im the person pointing out that new prussians had no claim to the land, and the real prussians are long dead, they were actually considered a formal nation during their forced baptizement at the hand of the teutonic order. Meaning that there is no prussia to be reformed. Even if we do go withthe new prussians they have no claim to the land other than "we killed all the old guys" in which case the lithuanians have claim not germanic peoples.
