I think none of them won. The Republicans lost the house, but Trump was already having difficulties with legislation there. But they kept hold of the Senate, so Trump will not be impeached. Trump's government will probably be severely limited, but it wasn't doing many relevant things, anyway. So nothing changes.

And Trump can pull a Roosevelt and just issue non stop executive orders

Republicans won in overall political scenario. However, Democrats would stall Republican reforms. Which means, we would see political strife rising.
