I would say that most revolutions do not attempt to enforce any rule of law themselves

the winning strategy due to low manpower is rather to cause unrest and allow the existing state to be bled dry enforcing their own police state

eventually they can take over the seat of power and find enough resentment among the people to get support from them

But some ideologies will never have a majority unless in power

of course

that's why you must beat down the existing government and the people by bringing them to fight each other

eventually everyone finds themselves with real problems and does not care to contest you on ideology

But you also must bring in a order which the current establishment currently can't

that's how you take power in the endgame
