Is country X sovereign?
To know if it is it must have these conditions:
1. is able to enforce their own laws within their borders
2. have a standing army
3 . print their own currency
4. have international relations with other nations
If country X is able to match all 4 requirements, then congratulations!!! It's a sovereign state!!!

They have international relations with many countries. They are involved in many supranational organizations and many countries recognize them. They DO have a standing army and security services. Their effectiveness is disputable, but that can be said of many nations. They do technically have a flag. A currency isn’t necessarily a requirement for being a state

Not enough to vote them fully in. And the Palestinian Security Forces aren't their army. They have no army. Who's in charge of the PSF? I know the answer, but I wanna play this out.
