The shameless and toxic pandering to minorities isn't a good thing. Wouldn't not happen if an authoritarian government wanted to secure a demographic vote. FDR made a deal with Southern Democrats not to include blacks in many New Deal programs to get their support.

Legally speaking America is a democracy even if it's been so heavily bureaucratized since FDR that the people increasingly have less power over the affairs of the state.
It doesn't suddenly stop being a democracy as soon as government isn't as small and direct as you want it to be. Sorry, that's not how the world works.
We still elect people, federally and locally.
