the govorment has long been a force of occupation, its not there to represent but at this point repress people. Education if you want to burden people with it individually you will literally get africa or a rapid jump back to feudalism since most parents hav eto work, you need social structures provided by the gov which is made of the people for the people, and acts as a cohesive representative of their interests.

The gov should be an incarnation of the people and their will, however the current system just isnt htat. For example I dont believe everyone should vote, but rather that relatively few should vote in terms of social %, and the only way to achieve this or the right would be the right is open to anyone and doenst mandate monetary involvement.

Id simply add some mandatory duties, military service, a pre election test that is run where you have to demonstrate the capacity to read, understanding basic ideological positions of all parties and who the person is that is coming to your region, or president etc. Their promises and ideological positions etc.
