it's only natural for someone to develop better weapon than you. in a society based on self-protection and fear we will always produce more advanced methods of destruction. If I have a gun but I see my neighbor building a bigger gun, I will be very motivated to build even bigger gun out of fear and need for self-preservation. We are following this process since beginning of human race so weapons will never give you any freedom, safety or free you from fear
