the USSR exported 750k tons of wheat in 1932, only 220k in 1933 and stopped exporting wheat in 1934.
in the first half of 1933 the Politburo had taken several decisions to help the starving regions, a total of 2.2m tons of grain sent there.
a special food bank was established to supply food to starving children, huge amount of food was donated by the Red Army command, etc. etc.
