A federal policy was created, a sort of loan program, where they can help americans finance their homes, this gave them the ability to buy and sell property and expand their wealth. The government created a colour coded map sheet in neighbour hoods, from green being they can get a loan and red being they can't. Obviously red neighbourhoods where non-whites and the green neighbourhood where us whites. SO blacks where systematically prevented from getting home loans. 98% of loans where given to us whites. Causing black neighbourhood to become very poor, and can't fund their destrict/town schools, meaning blacks kids get a lesser quality of education. So the black neighbourhood and both POOR AND UNEDUCATED which are BIG factors when it comes to crime. The poorer you are the more likely you are to commit crime, the less educated you are the more likely you are to commit crime
Another factor besides poverty and lack of education is that black people and MORE likely to be charged/convicted whilst innocent combined with the over policing of black neighbourhoods
