Well

First of all, I have to say that a good policy can only emerge from and be maintained by a good population

I can give you a bunch of laws, which would be great if everyone followed them

but that's not practical nor realistic

That's why I focus more on how to improve the population itself

There should be some kind of order which places everyone according to their nature, and which doesn't mistreat the peasants. Every one has a place in the order, except for rapists, cleptomaniacs, etc. However, not everyone gets to breed equally. The best should be encouraged to breed more.
This order has to be organic and natural. It has to be consonant with the spirit and fundamental nature of the people.

Helping neighbors who are alike is not bad, if it can be afforded, if this help can actually get them on their feet. Meaning, there's no point in helping Africans, because they're just going to revert as soon as the help stops coming.
