The mother and the baby do.
Before immunity can develop there must be an initial exposure. This is called the primer. It is on the second exposure that triggers inflammation.
Sometimes the initial exposure happens while in utero...from the mothers exposure.

We took our globe models out back, poured kerosene on them then threw a torch on them, the globes went up into a firey puff of smoke and we all sang Earth is flat earth is flat
