You would not say "Learning are not difficult," but rather "Learning is not difficult." It does not change with the addition of the word "exceptions" because it is not the subject of the sentence. If the word hadn't been a conjunction, you would not say "Learning exceptions are not difficult."
You would be correct if "exceptions" were the subject.😩
