argument gets turned into title case

e.g. `*role no nEws` --> `No News`

But it was turning `*role USA` into `*role Usa`

Which does not exist!!

So I fixed it

Why isn’t the bot smart enough to see the role Usa doesn’t exist and figure out that it is supposed to be USA
