He wasn't viewed as such a great man till the war started. Getting Beaverbrook to beef up the Air Force, his speeches, and the general pestering of allies is what made him such a good wartime leader. Anytime he was feeling low, he instantly bounced back.

Like I get what you're saying, but would the risk of him not going through and then the risk of losing seats in the midterms and all chances of a conservative judge be worth it?
Why do you think that a failed vote would cause us to lose seats, while republicans publicly cucking to democrats over baseless accusations would not?
