The only true way to get flat water would be to freeze it, and even then it is never flat
Bedford Level demonstrates this
Never perfectly flat, but the water is unaffected by the terrain beneath it.
If an ocean has waves, that does not mean its flat.

Why would waves not work on a flat earth
Not perfectly, but does the terrain and underwater canyons in an ocean affect the shape of the surface water? By no means.
Again, Bedford Level demonstrates that terrain beneath water does not change the surface shape of the water.
You have no demonstrations otherwise.
Water is displaced by obstructions under the surface ie reefs, sand bars etc
If water is never flat then. If it is mostly flat, then that still doesnt make liquid flat
