Some will track you based on the time your signal takes to be sent and received. This is used to make a radius that indicates how far away you are, just not in what direction.

Additionally, some cell providers bounce your signal off two towers. Using this method, they can pinpoint your exact location, even without gps.
With three different towers, they can guarantee your location 100% as long as you aren’t using some kind of delay mechanisms to hide yourself.
