they paid for it and hold rights. They have no reasons to release those rights

MGS4 is an all time exclusive from Sony but that's not all. There's too many easter eggs and references to Sony and especially the Playstaiton systems in the game. When you control Mk.II or Mk.III, Snake is using a PS3 Sixaxis controller, Sunny use a PSP, Otacon conversation on codecs tells you to swap your disc in shadow moses and then correct himself to say that it's a PS3 game and that it uses blueray, and because of that, there's no need to swap discs anymore, etc.
So even if Sony didn't invest money, time and research to help to make MGS4 on PS3 for the launching release of the console, it would be hard to remove all those references to port it to another console.
you could argue that it'd be easy enough to swap the assets models for the games, delete Otacon codec call easter eggs, etc. But then again, this game wasn't done with a portable game engine (like the fox engine) and was made directly to work for PS3. Porting that to another console would mean redevelop the game practially from scratch.
so stop dreaming, move on, and wait for PS3 emulation to progress enough to be able to play the game on your PC
