An exact date for the disaster has not been provided, but it comes shortly after North Korea conducted its sixth - and most powerful - underground nuclear test at the site. North Korea claims the September 3 test beneath Mount Mantap was of a hydrogen bomb, with monitors suggesting the detonation was equivalent to an earthquake with a magnitude of 6.1 on the Richter scale.

Consumers were even more optimistic in October than economists polled by Reuters expected. Consumer confidence rose to 125.9 in October, according to the Conference Board.

The index "increased to its highest level in almost 17 years," Lynn Franco, Director of Economic Indicators at The Conference Board, said in a statement. That was in December 2000, when the index hit 128.6.

The surge in confidence comes at a time when U.S. share prices have hit record highs. Stocks have been lifted by strong economic growth, a surge in corporate earnings and increasing expectations of tax reform. On Tuesday, stocks traded slightly higher, near all-time highs.

Several pedestrians and bicyclists were run down by a rental truck in Lower Manhattan Tuesday—eight people are dead and a dozen more were wounded in the terror attack.

Sources tell Breaking911 that the vehicle – a pick-up truck – drove down the bike path on the West Side Highway near Vesey Street on Tuesday afternoon 3:20PM.

From photos emerging from the scene, it appears that the truck slammed into multiple vehicles and was brought into a stop. The suspect emerged from the truck with two fake guns and was shouting “Allahu Akbar” before he was taken into custody. Police say the suspect was shot in the abdomen.

The NYPD Bomb Squad was clearing the entire area away from the truck.

Multiple FDNY-EMS are on scene treating the victims.

One NYPD Officer is being transported to Bellevue Hospital. His condition is unknown.

This incident has been declared as a Mass Causality Incident (MCI).

The 29-year-old man detained after a flatbed truck drove down a popular lower Manhattan bike path, killing at least 8 people and injuring more than a dozen more, left a note in the truck claiming he committed the attack for ISIS, according to law enforcement sources.

Authorities said the man, identified by sources as Sayfullo Habibullaevic Saipov, is thought to be a "lone actor" in the attack in the Hudson River Greenway on Tuesday afternoon. Authorities said he shouted "Allahu Akbar" at some point as he sped down the bike path and apparently deliberately rammed into a school bus for children with disabilities.

The Uzbek national living in New Jersey got out of that truck afterward and was seen running through traffic on West Street with a BB gun and a paintball gun before being shot in the abdomen by police and taken into custody. He's being treated at Bellevue Hospital, where he remains in custody.

Sources said Saipov lives in Paterson, New Jersey, but he had a Florida license with a Tampa address when he was arrested. Police and federal agents were seen swarming the neighborhood street where he was thought to live on Tuesday evening.

Kobiljon Matkarov, a Facebook friend of Saipov's, told NBC News that the two met while they were both living in Florida. He said his friend was working as a truck and Uber driver.

"He was very happy guy," said Matkarov, who is also from Uzbekistan. "he liked the US. he is no terrorist. He's all the time happy, smiling all the time."

According to ABC New York, 29-year-old Sayfullo Saipov — the man who allegedly mowed down pedestrians in the Tribeca neighborhood of New York City — entered the U.S. in 2010 from Uzbekistan under the Diversity Visa Lottery before obtaining a Green Card.

The Diversity Visa Lottery gives out 50,000 visas every year to foreign nationals from a multitude of countries, including those with known terrorist problems – such as Afghanistan, Algeria, Egypt, Iraq, Lebanon, Libya, Nigeria, Saudi Arabia, Somalia, Syria, Trinidad and Tobago, Venezuela, Yemen, and Uzbekistan.

Trump, though, along with Sen. Tom Cotton (R-AR) and Sen. David Perdue (R-GA), has been calling for an end to the Diversity Visa Lottery program since August. Under the RAISE Act, introduced in February and endorsed by Trump in August, the Diversity Visa Lottery would be eliminated altogether.

Twitter took responsibility for the outage. In a tweeted statement, the company said Trump’s account was “inadvertently deactivated due to human error” by one of its employees. The account was unreachable for 11 minutes.

“We are continuing to investigate and are taking steps to prevent this from happening again,” the company statement continued.

A spokesperson for the White House did not immediately respond to requests for comment.

Sen. Rand Paul was assaulted inside his own home in Bowling Green, Kentucky on Friday afternoon, police say. He suffered a minor injury.

Kentucky State Police have arrested the senator’s assailant, identified as Rene Boucher, 59, of Bowling Green for intentionally assaulting Sen. Paul inside his home, causing minor injury, according to WBKO.com.

Boucher was arrested and charged with one count of 4th degree assault – minor injury. He was taken to the nearby Warren County Detention Center.

It’s not immediately clear what sparked the assault, but an investigation has been launched by local authorities.

Officials for Sen. Paul’s office say that the former presidential candidate did not suffer any major injuries.

"Senator Paul was blindsided and the victim of an assault," Kelsey Cooper, a spokeswoman for Paul, said in a statement to thehill.com. "The assailant was arrested and it is now a matter for the police. Senator Paul is fine.”
