Northam, a pediatric neurologist and the state’s lieutenant governor, repeatedly tried to tie Gillespie to the president. His victory was in large part due to a surge in anti-Trump energy since the president took office. Democrats said they had record levels of enthusiasm heading into the race.

**Gillespie kept Trump at a distance throughout the campaign but tried to rally the president’s supporters with hard-edge attack ads focused on illegal immigration and preserving Confederate statues. They were not enough to block Northam’s path to victory.**

Authorities said the death toll of 26 included the unborn baby of one of the women killed. Kelley died of a self-inflicted gunshot wound after he was chased by bystanders and crashed his car.

**Involuntary commitment to a mental institution would have been grounds to deny him a weapon provided that records of his confinement were submitted to the federal database used to conduct background checks on people who try to purchase guns.**

While in the military, Kelley, who was 21 at the time, made death threats against superior officers, according to the June 2012 report, which also mentioned the military charges. He was eventually sentenced to 12 months of confinement for the assault.

**The Air Force acknowledged Monday that it did not enter Kelley’s criminal history into the federal database as required by military rules, another way he could have been denied a weapon.**

Cops believe the teens had 'concocted a plan to kidnap the teenage daughter' by trying to force her to leave her car to move the barrels, so they could grab her. The 51-year-old opened fire on the group who fled into the woods, according to Okaloosa County Sheriff's Office. He later discovered they had been unscrewing some of his security lights, possibly for a second kidnap attempt.

A neighbor, who witnessed a 'suspicious car' fleeing from the scene, called the cops who stopped the 2016 White Jeep Liberty on Highway 4 and made a felony traffic stop.
Inside they found Keilon Johnson, 19, Austin French, 17, 16-year old Tyree Johnson, and 15-year old Kamauri Horn, along with a knife, guns and a roll of tape.

The EU has moved a step closer towards having a joint military force by signing an agreement on a permanent command structure. PESCO, or Permanent Structured Cooperation, was signed by 23 members of the 28-strong European Union on Monday.

The agreement signed by 23 defense ministers in Brussels will come into force in December, after which members will be legally bound to participate in projects under PESCO.

Work on the agreement started last year amid uncertainty over the UK’s decision to withdraw from the European Union, and US President Donald Trump’s continued criticism of European NATO members for failing to deliver on defense-spending commitments.

How the future pan-European military would be used is yet to be seen. However, the EU may be preparing for a possible significant instability affecting some of its members, suggested geostrategic expert Konstantin Sokolov.

“In a scenario of social disruption in a country, its police force becomes unreliable because it is staffed by regular citizens, who have local families and friends and may not support the government policies. They are affected by the turmoil,” he told RT. __“But an international force would just follow orders and are less impacted by the sentiment in the local population.”__

Goodlatte took particular aim at former FBI director James B. President Trump has repeatedly criticized his Justice Department for not aggressively probing a variety of conservative concerns, saying recently that officials there “should be looking at the Democrats.” Sessions’s letter is likely to be seen by some, especially on the left, as an inappropriate bending to political pressure.

The vast majority of the nation’s biggest police departments allow officers to watch footage from body cameras whenever they want, including before they write their incident reports or make statements, said the report, which was released Tuesday by the Leadership Conference on Civil and Human Rights.

“Unrestricted footage review places civil rights at risk and undermines the goals of transparency and accountability,” said Vanita Gupta, former head of the Department of Justice’s Civil Rights Division and current head of the Leadership Conference, in the report’s introduction.

Because an officer’s memory of an event may be altered by watching body camera footage, doing so will likely alter what officers write in their reports. That, in turn, can make it more difficult for investigators or courts to assess whether the officer’s actions were reasonable based on what he or she perceived at the time of the incident, states the report, “The Illusion of Accuracy: How Body-Worn Camera Footage Can Distort Evidence.”

In his ruling, Baylson said Philadelphia proved that withholding the grant money would cause irreparable damage, as part of it is used by first responders who provide life-saving naloxone to victims of opioid overdose, according to Inquirer reporter Jeremy Roebuck.

The money in question was $1.5 million of a $4.4 billion city budget, according to the Inquirer.
