Eastern Europe is pretty hostile to Tsarism for obvious reasons, and western europe just viewed it as an irrelevant third world monarchy. Shilling for Tsarism, even just the historical one, just couldn't happen as an European nationalist. Even extremely religious Poles hate Tsarism for trying to enforce Orthodox state religion and sending catholic priests to Siberia and destroying churches and building Russian ones in place.

Disavowing devine authority is a post-enlightenment idea. Up until then and through all of human history rulers were considered either divinely inspired or gods themselves.
