I´ll give u an example
you have a division of US soldiers. You place them to Germany. Now what will happen is that u need a billion USD for the upkeep of that division. And you make a deal with the German goverment, who will be paying 500 million of that cost and you only have to pay the other 500 million.
So, no. The US isnt paying EU-s budget.

less patrols
less patrol maintenance
less active equipment
doesnt mean less patrol

The US's armed force didn't go down
during the recession
if you dont have a working sub, then it wont go to patrol
