the federal reserve was instituted because the crisis in 1907 was ridiculous and the government saw that without JP morgan stepping in, the whole system could've collapsed. they didnt want to leave it to unreliable private banks to perform that function every time, because they might not do so in the future, and thats why the government created the fed in the first place
