A key example in both of these cases is being charged with possessing marijuana.

For California, California Police can't charge you.

It's completely legal on a recreational level or medical level.

However, should the police decide to transfer you to the federal police (FBI, federal policy branches, etc).

They can just charge you.

So the federal government just choose not to arrest people on drug charges.

But they still have the power to do so

based on the supremacy clause

No California Politician worth his salt will back up his or her promises on offering sanctuaries to illegals.
