I think the other cause for concern is panic with the population, and then stores being emptied. Don't want to find myself with nothing to eat because everyone has got worked up about it.

I remember when it flooded fairly badly, and everyone was buying bread and milk like the world was ending. In reality some houses got flooded in a few villages due to poor drainage.
