Why is it, why would you put a highly infectious disease somewhere to take control of it
Imagine an infected riot, your whole police force is now ill
Gives the government an excuse to storm the city and impose martial law as (((containment)))

Cause they would probably have a sort of cure by the time they released the virus

It's probably just a flu epidemic as it matches viruses found in bats, and there are two other outbreaks there as well right now
