4. but why was Islam left out? because the three neighbouring countries mentioned (afghanistan, pakistan and bangladesh) are explicitly Islamic states. declaring yourself as a religious state is the first step in legitimising persecution of minorities- which has happened on a large scale in recent times. the government of India wants to protect these minorities
