assuming the birthrate was 23 million people
every five years
this would mean that in the course of approximately a hundred years
23,000,000*20 russians were born
That number is 460 million
I know the gulags were conceived in the 1920s and not all of these people were born in Russia and were actually immigrants
but this shows that there is a considerable amount of people born to replace the fallen

also the population of russia today is 144.5 million
after the USSR
even if we take out half of that number it still explain's Russia's birth rate
