Well I dont know alot of italian weapons but 30s and 40s in germany were amazing when it came to weapon development, mp40, k98 and the stg44 not to mention vehicles

Yeah i would make it secular. The ruler should be free to make decisions without the church interfering. Otherwise its a theocracy. Church might get subsidies to go about their businesses, like operating hospitals, schools, charities, but they shouldnt be meddling in affairs they're unfit for.
