you can still establish a non tcp (icmp) connection to the servers that are hosting the website, so the servers themselves are up, but you can't connect over https because they are probably getting DDOS'd

imagine if you wanted to order a pizza, but 1000 people keep calling the number and hanging up, so when you call all you get is a busy tone
