There is only a small minority of people who call themselves "economically conservative" and even fewer people who call themselves "socially liberal, economically conservative". This was pretty apparent with Trump's election, he represented the triumph of state conservatism over the libertarian part.

They were neocons. I can't say much or I'll get booted, but what I will say is that the free-market ultimately seeks profit, and sometimes profitable things include outsourcing/mass-migration.

If we lowered the tax rate, deregulated and promised them incentives, we'd only be losing tax revenue. Labor costs are way lower in China, a small percent change in taxes isn't going to make them come back.

Plus, that should be theoretically true. Despite Trump's best efforts, the huge majority of companies are staying in China. Why? They know that deregulation/low tax is temporary and that it changes from president to president.
To add on even more, companies sometimes look for government intervention, as seen with Trump's stimulus.
