This bill is something else. It was probably never signed, because it is unconstitutional.
It has nothing to do with the current motion to amend the Constitution.

Well it's not rocket science, UK supports legal land reform, EWC is illegal land reform. The mixed messaging from ANC is confusing, but they know they'd be breaking international law. So..
