@Purple Phoenix ah, that's probable.. It's like with "hospits" here (the low end, last resort housing)... There will be drugs available. And often basically grifted by organized criminals and drug dealers willing to supply addicted inhabitants. Though, it's easier to monitor, and control, the traffic for police. .. It's why some choose to sleep on the streets, even though it's illegal, and eventhough there's so many help programs provided _(if they wanted it)_
