Kind of out of curiosity though, why is the second amendment not able to stop the government from banning certain gun modifications or putting limits on who can own fully auto guns?

just decide to interpret the amendment in a really dishonest but technically not false way, and you can push the limits on it farther and farther down

So it is like the reverse of what has been happening with the first amendment for centuries.
