Well a California based Federal Court ruled that it is unconstitutional for the state to prohibit Open Carry in the Hawaii case, so that affects the PRK (Cali)
I wonder if they can possibly repeal may-issue
Most federal courts have banned May-Issue stating that States have a constitutional obligation to issue so they have to be Shall-Issue (Non-issue is only for people who are known prohibited persons)

Well, if you throw enough time at it, anything that has a nonzero chance of happening eventually will.
SCOTUS hasn't directly ruled on May/Shall directly, instead they have choosen to rule on side questions.
Scila mostly ruled in favor of the individuals rather than the States or the Fuds, and a lot of people have "Questions" about his death that they feel haven't been answered.

I think the fact that no one did an autopsy after his death to be extremely troublesome.
Normaly procedure when someone is reported dead is for a "Suspicius Death" investigation to be done to prove it was natural or not.
