To get `self defense` ammo that operates at the same speeds I'm pushing it to (I'm at 1150 w/ just below peak +p pressures using longshot); it'd cost me a buck a round

So, you've got a revolver like the Webley-Fosbery, which has it's own self-cocking mechanism.
What if you were to marry that idea with something like this.
